Ref: Paul Stevensons letter Gazette of 4th.

Mr Stevenson I understand the speed limit system however what I was trying to get across is that on a major road it can be 40mph but when driving onto a country lane the limit will change to 60 mph.  

Most sensible drivers will limit their speed to the conditions as you suggest.  However if  someone drives at the limit of 60 they are not in principle breaking the rules. Stupid and reckless - yes. A minority do drive at excessive speeds on country lanes and I see it regularly.
