Plans to build three bungalows and create a new road in Hartpury along with safety improvements on the A417 have been approved.

The development on land west of Little Orchard in Gloucester Road, Hartpury was approved by the Forest Council’s development control committee.

The new red brick bungalows have been designed to have an eaves height of some 2.4m and maximum ridge height of some 5.5m.

The 30mph speed limit zone to the north by some 40m and relocating the 40mph to 30mph speed limit and have speed limit roundels on red surfacing.

The changes include providing ‘SLOW’ road markings with “dragon teeth” markings on the far side carriageway before the relocated 30mph zone when approaching the village from the north.

The scheme also includes a new village gateway feature either side of the carriageway at the relocated 30mph speed limit zone and vehicle activated signs for vehicles travelling south.

Hartpury Parish Council chairman Rob Gregory told the committee residents are concerned over traffic in the village.

There is a potential highway hazard with an entrance onto the A417 at that site, he added.

“Moving the start of the 30mph zone might help,” he said. But he said he was unsure how effective it would be.

Stuart Leaver, of Powells Chartered Surveyors, said the applicant worked diligently to address the concerns over the plans to ensure it aligns with the character and needs of Hartpury.

He said it would provide a sustainable addition to the village and would help alleviate the shortage of housing.

Ward councillor Philip Burford (Ind, Hartpury and Redmarley) said it was not possible to provide adequate visibility splay to the north of the site.

Cllr Burford said there was no proof that the proposed traffic calming measures would work.

Pointing out the high number of proposed conditions on the scheme, he called on the committee to reject the proposals.

Cllr Gill Moseley (LD, Newent and Taynton) proposed approval, seconded by Cllr Patrick Kyne (Lab, Coleford).

Councillors voted to approve the proposals by six votes to four with one abstention.
